Conditional product route

Do not pursue as a standalone prime. The engineering and product fit is strong, but participation requires EUR 900,000 average annual revenue, ten staff, three recent EUR 400,000 Data Mesh references and two recent EUR 400,000 Africa references. A credible route exists only through a qualified prime or consortium that already clears those gates.

Recommended actionDo not bid alone. Join only behind a qualified development-cooperation or African health prime that already supplies the mandatory Data Mesh and Africa references and can field the full expert team.

What the opportunity means

Technically steer, converge, extend and roll out AU-DOHP, RePan, HUSIKA and the Malawi Analytics Platform, including data integration, multilingual speech, training, support and open-source governance.

Portfolio thesis

Strong fit across data platforms, research analytics, multilingual speech, observability and enablement; the incumbent stack also matches Python/Django, React/Next.js, Keycloak, Airflow, MinIO, Druid and Superset capabilities.

Qualification reality

The portfolio fits the open-source data-platform, analytics, multilingual AI and enablement scope, but the applicant must clear EUR 900,000 average revenue, ten staff and multiple recent EUR 400,000 Data Mesh and Africa references.

Decision gates

Eligibility and delivery gates

  • Company matchPartially met
    Company identity and registry evidence
    MustRequired

Digital David AG's legal identity and registered office are verified, but the pack does not contain the required current commercial-register extract for submission.

  • Company matchUnknown
    Exclusion and sanctions declarations
    MustRequired

The participation request requires declarations covering §§ 123/124 GWB, § 22 LkSG and Russia sanctions; no completed tender-specific declarations are in the evidence pack.

  • Company matchUnknown
    Average annual revenue
    MustRequired

The gate is at least EUR 900,000 net averaged across three completed financial years. Verified turnover is EUR 754,500 for 2024 and EUR 874,992.76 for 2025, averaging EUR 814,746.38 across two years; 2023 is missing, so failure is not inferred.

  • Company matchUnknown
    Organisation size
    MustRequired

The gate is at least ten employees and managers averaged across three calendar years. The profile contains no headcount evidence, and personnel expense is not used as a proxy.

  • Company matchPartially met
    Three Data Mesh references
    MustRequired

The portfolio demonstrates data, evidence-platform and integration capability, but does not establish three Data Mesh exchange-platform projects each worth at least EUR 400,000 net within the last 36 months.

  • Company matchUnknown
    Two Africa references
    MustRequired

No evidence verifies two African projects each worth at least EUR 400,000 net within the last 36 months; portfolio descriptions do not establish geography, value and recency.

  • Company matchUnknown
    Eligibility lending
    MustRequired

Reliance on consortium members or subcontractors is permitted through the prescribed declaration, but no named partner with source evidence and commitment exists; this is not met_with_partner.

  • Company matchPartially met
    Selection ranking
    ScoredNot required

General technical capability is demonstrated, but verified Africa experience and development-cooperation references with at least 50% ODA financing are absent. Ranking is 50% technical, 30% Africa and 20% development-cooperation experience.

  • Company matchUnknown
    Full expert team
    DeliveryNot required

Named-expert and CV evidence is explicitly deferred; team availability, headcount and qualifications are not inferred from personnel expense or portfolio descriptions.

  • Company matchUnknown
    Team-lead profile
    DeliveryNot required

The deferred expert pack provides no evidence for the required degree, ten years of relevant delivery, incumbent-stack experience, leadership tenure or African development-cooperation experience.

  • Company matchPartially met
    Production and demo infrastructure
    DeliveryNot required

Secure cloud, DevSecOps and platform-operation capability is demonstrated, but no qualification evidence verifies the specified development, test and demo environments or GPU capacity.

Relevant bidder questions

  1. Q1Is a pre-bid meeting or clarification session planned before proposals are submitted?
    Buyer answer

No pre-bid meeting is planned. Questions must be submitted through the procurement-platform communication tool.

    Portfolio impact

There is no live clarification route; submit unresolved scope, evidence and consortium questions through the portal before 24 August at 23:59.

  2. Q2Is participation restricted to German companies, or may African companies also apply?
    Buyer answer

The tender is not limited to German companies. Any interested company may request participation if it satisfies the published eligibility criteria.

    Portfolio impact

An international prime or consortium route is permitted, but this does not waive the turnover, headcount or reference gates.

Interpreted scope

Delivery shape

  • Provide continuous technical project leadership, coordination, quality management, risk tracking, monitoring and reporting across GIZ and partner organisations.
  • Assess and converge AU-DOHP, RePan, HUSIKA and MAP toward a reusable Data-Mesh reference architecture with data contracts, catalogues, interoperability and governance.
  • Analyse requirements, model new One Health and RMNCH use cases, integrate and harmonise data sources, and build analytics, dashboards and evidence workflows.
  • Develop and operate the supporting full-stack, data-engineering and DevSecOps layers, including APIs, ETL, orchestration, BI, IAM, monitoring and release automation.
  • Extend HUSIKA with AI speech for African languages, dialects and regional variants and integrate warnings and community feedback with the health-data platforms.
  • Roll out and adapt the platforms for AU-IBAR, IGAD, PHIM, Cameroon, Malawi, Togo and further countries or regions, including local hosting and operating-model guidance.
  • Train administrators, developers and users; provide help-desk, hypercare, documentation, coaching and operational enablement so partner teams can take over.
  • Publish compatible code and materials as open source, manage contribution and community processes, and return project work to the shared ecosystem.

Bid package

Required submissions

  • Participation request and completed self-declaration covering company details, revenue, headcount, exclusion grounds and sanctions compliance.
  • Current commercial-register extract, no more than six months old, for every relevant consortium member.
  • Up to ten clearly mapped reference projects showing value, dates, Data Mesh scope, Africa delivery and ODA financing.
  • Consortium declaration and eligibility-lending declaration where applicable; references of relied-on subcontractors are not accepted without the latter.
  • Only after invitation: completed price workbook, a technical methodology capped at 12 pages and Europass CVs capped at four pages per expert.
  • The technical offer may be German or English; the invitation letter asks for the participation request in German, so the consortium should resolve that discrepancy through the portal before submission.
